Claim discipline

The annual report separates submissions from distinct people throughout, and it documents a data‑entry error found in a source file for the March cycle, 9 recorded where 95 was correct, with the correction shown rather than silently applied. Numbers that survive scrutiny are the only kind worth reporting.
